Ntombikayise Kubheka, Musawenkosi Phewa and Zamukwenzani Bright Mlobeli/Sokhulu were allegedly linked to an ANC cell in KwaMashu. The Port Natal Security Branch is said to have infiltrated the cell with the help of askaris from Vlakplaas.During the Truth and Reconciliation Commission, some members of the security branch applied and received amnesty for Kubheka's kidnapping and death.

“Parliament approved units by both the NPA and the DPCI to focus on these matters. The Director of Public Prosecutions in KZN, after reading the dockets submitted by the DPCI TCR Unit, has decided that a formal inquest should be held. “Senior state advocates from the TRC Unit will handle these matters,” says NPA spokesperson Natasha Kara. The second hearing is scheduled for 7 to 11 November at the Pongola Magistrate’s Court.
