Like I tweeted, if the are paying tuition, whether in class or on-line, they are students! Otherwise all on-line classes would be worthless, & Harvard wouldn't be able to have on-line classes for citizens & residents. The law was DOA.
There should be oversight of all the foreign students who many eventually violate their visas and disappear to become propagandists for socialism...
