Why aren't the NATO forces shown on the map?

The origins are easy to explain: NATO patently ignored all of Russia's security concerns as long as Russia was down and out. Now it's 'No more Mr. Nice Guy'. Russia is no longer taking shit, and the media try to present it as an isolated step, cutting out the entire prequel.
