Encinitas has started asking its residents how it should overhaul a special parking permit system for residential areas given the wave of pending, new multi-family housing projects. The goal of this process, the city says, is to produce “clear guidelines” for creating and managing these special zones, but it was evident at a meeting Monday that this won’t be an easy task.
Several other people who advocate for more bike, pedestrian and public transit use said they didn’t want any changes that would encourage people to buy and use automobiles. Currently, there are only four areas in Encinitas where residents receive special permits allowing them to park overnight on their streets, and non-residents aren’t permitted to leave their cars there between certain hours. Three of these special zones have been in place for years.
