What the heck took so long!!! And only recently on leave from his PD job!! I am not one for litigation so as to 'somebody did something wrong or at fault', but this guy merits being personally named as a defendant in civil suit(s).

I'm sure it was a 'Resign or be fired' thing. Hopefully the next chief has some balls, and won't just stand around while children are slaughtered.
