I think it’s time to face the inevitable that quarantine will not work with this virus and let the chips fall where they may.
Even if sailors do get the Corona virus I doubt the Navy will ever do anything about it they don't take care of their vets why would they take care of their sailors they're just another number.
You may want to ask Japan about this idea

V2019N How are these different from cruise ships? In any case, better late than never? For those on US soil, hopefully so. For the sailors, maybe not so much. And why just the Pacific region? Wish we had a government we could rely on. I'll bet the sailors do, too.
Coronavirus seems to spread from surfaces therefore migrating bird patterns should be studied as this might help spread the virus. Even if the birds themself aren't infected they could carry the virus and spread it.

The Iranians held war games with China and Russia starting on December 27, 2019. That was almost a month after the first corona virus case. No doubt the Chinese military were briefed or visited Wuhan. That maybe how the virus got to Iran and into their leadership, & maybe Russia.
