CEDAR RAPIDS, Iowa—Pete Buttigieg, the mayor of a northern Indiana community of about 102,000, stood as the top polling candidate Sunday afternoon at an Iowa political gathering that served as a stark reminder of how the sprawling 2020 Democratic presidential field has split into two parts.
