At least one Republican redistricting strategist had been communicating with the administration regarding the question, new evidence that came up during the lengthy legal battle surrounding the question. Since population data gleaned from the census determines redistricting lines and how many seats are given to states in the House of Representatives, the Republican strategist wrote that adding a question would benefit Republicans and white voters.
