The Mayor of Rio Grande City, Texas, Joel Villarreal joins NBC News' Priscilla Thompson as his city tries to weather a spike in COVID-19 cases. Villarreal says things in Rio Grande City were stable until the governor's stay-at-home order was lifted, and now claims "there's no end in sight.
