The Tour de France was over, and Jonathan Vaughters—the American former cyclist, current team manager and doper turned antidoping activist—had one more stop to make.
It was a white tablecloth joint in the 7th arrondissement of Paris, the same place he visits every July to sip French wine and close out the world’s most famous bike race. Not that there was much to celebrate this time—Mr. Vaughters called it a “B-plus” result for his squad, EF Education First—but getting through another tour was worth toasting.
