You know what happens to state funded research? The breakthroughs are commercialised by private sector entities who then go on to make huge amounts of money while dodging paying the tax that would fund public sector R&D in the first place.

Governments should spend for example on research about how nutrients and nutritional supplements could prevent and cure medical conditions (in addition or instead of medications available today). Those can't mostly get patent coverage and pharmaceutical companies won't invest to
