WASHINGTON—The Supreme Court on Monday declined to reinstate pandemic-related changes to voting rules in Wisconsin, a move that means mail-in ballots must be received by Election Day in a leading battleground state.

By a 5-3 vote, the court turned away requests by Democrats, voting-rights groups and some individual state residents to enforce U.S. District Judge William Conley’s order from last month that concluded some rules must be altered to protect the right to vote during the Covid-19 crisis.
