Halfway sensible. The other half of the way would be to study the science! Masks are not useful.

I found this article from ScienceMagazine about Japan's COVID-19 response interesting and relevant to this.

Of course masks really don’t limit the spread, but on the other hand the COVID flu only affects a small portion of the population

Requiring masks while within the subway system makes sense. But facilitating this should be part of the plan. What should also be done then, is to provide people an opportunity cheaply & conveniently buy a mask before entering, and at stations.

It's very hard to maintain social distance in bus or subway. We transit riders should wear mask, to protect ourselves and protect others. It is social responsibility.
