Despite a 2016 investigation's finding of a state-sponsored doping program, Russian athletes have continued competing at the Olympics. Is it time for stricter regulation?

Issues surrounding the use of banned substances by athletes have plagued the Olympics for more than 50 years. They rose to prominence again recently with the cases of Russian figure skater Kamila Valieva and U.S. sprinter Sha’Carri Richardson.

Ms. Valieva participated in the 2022 Olympics in Beijing at age 15. It was discovered during the Games, after she had helped her team win a gold medal, that a urine sample she provided in December tested positive for a banned substance. Being a minor made Ms. Valieva a “protected person” under the rules of the World Anti-Doping Agency, which coordinates antidoping policies among countries, and she was thus able to continue competing.
