In rural Umatilla, Oregon, all students in the school district qualify for free or reduced price lunch, while many of them are learning English and don’t have adequate internet access. During the pandemic, the district has purchased 500 hot spots for $100 each, $10 a month ― a new expense it had never anticipated. In the first week of school, only four out of the district’s 1,044 children failed to log on.
