MOSCOW—Russians voted for a final day Wednesday on constitutional changes that would reset presidential term limits and give Vladimir Putin the chance to stay in office until 2036.
The amendments—the most significant overhaul of the country’s basic law since Russia emerged from the wreckage of the Soviet Union in 1991—appeared headed for passage by a wide margin.
