Russia on Tuesday became the first country to officially register a coronavirus vaccine and declare it ready for use, despite international skepticism. President Vladimir Putin said that one of his daughters has already been inoculated.
“I would like to repeat that it has passed all the necessary tests,” Putin said. “The most important thing is to ensure full safety of using the vaccine and its efficiency.”The Russian leader added that one of his two daughters had received two doses of the vaccine and was feeling well. “She has taken part in the experiment,” Putin said.
Russian authorities have said that medical workers, teachers and other risk groups would be the first to be inoculated.Russian officials have said that large-scale production of the vaccine could start in September, and mass vaccination could begin as early as October.

Use it too soon before you're sure it's effective, and you run the risk to creating a strain of the virus that's resistant to the vaccine. It's like how they tell you to take prescribed antibiotics for the full term so you don't nullify the effectiveness of antibiotics in future.
