Under the Gateway project, the new tunnel would be built parallel to the existing tunnel. Once completed, the existing tunnel would be taken out of service for an overhaul.

The inside of one of the 110-year old Hudson River rail tunnels is seen from an Amtrak inspection train. Permits for the Gateway project to build two new tunnels to allow repair of the old tunnels needs to get moving again, a U.S. Senator said.

Under an understanding reached during the administration of former President Barack Obama, the states had agreed to split half the cost of the tunnel, using federal loans to be paid back over decades, with federal grants accounting for the other half. In a statement, the Gateway Development Commission, which is overseeing the project, said, “Along with the more than $6 billion commitment from New York and New Jersey, and the $1.4 billion that Amtrak has pledged, today’s action moves us a big step closer to a true Federal-local partnership that finally brings 21st-century rail infrastructure to the heart of the nation’s economy.”
