An investigation by the New York State attorney general found that the governor’s office may have misled the public on the number of pandemic deaths in nursing homes after it ordered elderly people hospitalized with the virus returned to their facilities.

THINK My small town, hometown, elder residential center sent their covid19 positive to ANOTHER rest home(same company) in a different city. Out of 95 residents, 18 passed away just in that 3k population city. This was in ky. Not sure if the gov made this decision.
