House Bill 29 was the first bit of legislation introduced in February 2021.

Once the House and Senate reconvened, a Conference Committee on HB29 was established, leading to the House and Senate approving the legislation., legalizing sports betting in the Buckeye State. At the time, no sportsbooks or brick-and-mortar locations had agreed to partnerships, though the belief was that those details would be hammered out in 2022.As part of House Bill 29, three types of sports betting licenses were proposed.

For example, if the Cleveland Cavaliers were to partner with an online sportsbook and establish a brick-and-mortar sportsbook inside of Rocket Mortgage FieldHouse, they’d need one of each license to do so.
