Between 200,000 and 400,000 employees are set to get back to the work in New York City in phase 1, which includes construction, manufacturing, wholesale and restricted retail in the first 2 weeks of June.

Hundreds of thousands of New Yorkers are expected to return to work when the city launches the first step of its reopening plan in the coming weeks, Mayor Bill de Blasio said Thursday.

Construction, manufacturing, wholesale and restricted retail have been given the greenlight to reopen during Phase 1 under the state’s guidelines, according to de Blasio.Essential retail such as pharmacies and grocery stores have remained open and operating during the city’s lockdown, and the first phase of reopening will expand which retailers can operate.

A team of small-business advocates and compliance advisers will be able to provide in-person support, and advisory groups will assess “what’s working, what’s not, what needs to be adjusted,” he said.To ensure compliance, random inspections will be conducted with a “supportive attitude,” de Blasio said. “This is not ‘gotcha,’ this is not something where we want to find a problem, we’re not intending to give fines in the first instance.

Four have been reached, as of Thursday evening, with the city having yet to make available 30% of its ICU beds, 30% of its total hospital beds and not having enough contact tracers—though the latter is considered “expected,” according to the state’s tracker.
