The 2nd needs to be rewritten to meet today’s firearms abilities. Also in conjunction state and county jurisdictions should have the ability to make gun laws that are inline with the community, the communities density and the law enforcements of the areas jurisdiction.

This is asking the wrong question. Restricting by age is bullshit. 18 is the age of majority. The real question is: should there be a requirement to prove mental fitness to purchase or possess semi auto rifles regardless of age? (Yes).
