The justification for leaving is right there in the opening paragraph of the report: the Afghan military didn’t trust their own government would continue paying their salaries if the US was not there to force them to. Zero trust in their own government.
They would never have been ready. It wasn't a fight initiated by the people of Afghanistan and as such it would always fail.
Morale was destroyed when Afghan commanders stole yhe pay of subordinates. Or perhaps the many other reasons the courty was always going to return to warlords and Taliban

The morale of Afghanistan’s military was “destroyed” by years of corruption in high places. Trump’s deal with the Taliban hastened the collapse.
