No, scars mean something painful happened to the 'evil enemy,' they never dealt w/it, like counseling & they internalized their pain & project it on others, therefore making them 'evil.' Some are killed, some realize their wrongs, some go straight lunatic, but there's a reason.

When I served in the Army, a scar on your face was a badge of honor. It meant you engaged the threat rather than retreat. Luckily, my facial scar isn’t that noticeable.

It seems to show that we have villians because because experienced pain the past, and their pain affected them negatively. They are giving them a psychological reason for their situation. It is part of story telling to suggest something about the villian.
