Some people also don't seem to believe there's really a law requiring these payments. Here you guys go - it's from 1979. It was a ballot initiative for adding such a req. to the CA constitution. It passed.

Some people in here are not aware - California has a law that requires payments to it's citizens when a budget surplus hits a certain level. We've gone past that level with a $75B+ budget surplus. Sure, it helps w/ the recall that has no serious contenders, but its also law.
This is why california goes 'broke' every few years dumbass ideas like this
scattered site housing for low income Californians is desperately needed...
Put it towards a decent high speed rail system between LA and SFO instead.

There is no California surplus. Including underfunded pension liabilities, California is a trillion dollars in debt. The “refund” is nothing more than a political stunt to buy votes in the upcoming recall.

dear GavinNewsom, please fix EDD, UI, Medi-Cal, and everything else that has been broken for over a year now. I would like my unemployment benefits paid and my health coverage, please. I've been waiting since October for my application to be reviewed and was charged on my taxes.
