Seems to me that if Trump deputized Giuliani, then Giuliani was an employee of the Executive Branch, subject to oversight by the House. And any communication regarding the Ukrainian between between Giuliani and Trump would not be covered under Attorney-Client privilege.

I thought all this testimony was secret. So how did this come out? Schiff selective leaking? presidents have used people outside government for special purposes for decades. Wasn’t Carter used for DPRK negotiations on hostage releases by an administration? So nothing to see.
Good example of a misleading lead - the 'get over it' line was in reference to aid being given with conditions as it always is. But so what if Trump did this? He's president, he can conduct foreign policy anyway he wants, with or without the blessing of the bureaucracy.

Trump’s view of Presidential authority in foreign policy begs a radical reconsideration of executive power. His believes he has a Constitutional mandate to do whatever he wants through whomever he wants. This does not align with the Senate’s advice and consent role.

Shadow foreign policy sounds a lot like a deep state policy. Operates secretly, agenda unknown, uses outside resources and contacts, does not report to other branches of gov, etc, etc. Sort of like comparing shit and poop.

Mulvaney made an excellent point on how ridiculous the term 'shadow foreign policy' is, which of course everyone ignored. Do you understand what an executive branch is? Who is in charge of personnel in the executive branch?
