Each part of the hand-picked plant is valuable, but saffron's sales are suffering after India's decision to strip the part of Kashmir it controls of its relative autonomy

PAMPORE, India—Haji Ghulam Nabi normally has high hopes this time of the year, when the harvest of his saffron crop in the Kashmir Valley is under way.

His fields, along with others in the Kashmir Valley, grow one of the most expensive spices on earth, selling wholesale for over $1,000 a pound. Hordes of buyers normally descend to snap up the product. But this year is different.
