Kuleana lands were created in the 19th century to ensure Hawaiian families could keep land they had lived and worked on. Growing up, Antone “Tony” Rapozo III would often go fishing at Pīlaʻa Beach, walking through the lush valleys that lead to the secluded stretch of white sand. While Tony Rapozo isn’t Native Hawaiian himself, his wife, his son, and many of the Rapozo descendants and kuleana co-owners are, and several told Insider that the family had long taken pride in preserving the land in accordance with Hawaiian values of malama ʻāina and shared ownership and use.
