If anyone has read Whelan’s background, it is highly unlikely the US would recruit him as a spy. Whelan lacks the intelligence to even be remotely considered (he’s not the brightest crayon in the box).

A Putin prank to trade for Maria Butin, nothing more. Trump will fall for it, wait and see.

This is a fake event. Eventually we will learn that this so called arrest has nothing to do with Mr. Whelan. Ask yourself, 'Does this make any sense at all?'.

To be fair, if Paul Whelan was some kind of spy, his family wouldn't know it.
