How is that efficient for the average commuter?A: Express lanes on 880 and elsewhere have not resulted in much traffic flow improvement yet, but the goal is to provide incentives for solo drivers to find or create carpools to cut traffic. That’s why two people carpooling get a toll discount, while three people in one car ride free in that lane. We won’t be able to fully assess the situation until the pandemic is over.

Q: Has there been any thought by San Francisco to make their downtown streets alternating one-way boulevards to relieve congestion? It sure seems effective in Barcelona.A: There is nothing like this currently planned, although San Francisco is restricting auto traffic on some streets. Q: For pedestrian safety and well-being, if pedestrian walk signs had flashing lights on the outside of the box, in addition to the white pedestrian figure, drivers would be more likely to notice the walk sign as they approach the intersection.
