He’s being careful but you know what we’re just believing whatever we want to nowadays anyway so I’ll just throw in that he’s not even a real judge but a fraud and possibly an undercover terrorist due to him not moving faster on these cases.
Indicting the foot soldiers is important though, because demonstrating the consequences may be the only way to get to the people at the top. This probably won't make them feel bad about their choices, but it breaks down trust throughout the organization.
