Congress has given up on police reform. Both sides agree about what went wrong. An effort to pass sweeping bipartisan police reform appears to have missed the moment, crushed by political pressures that made it impossible for Democrats and Republicans to find common ground. Remember the ACA, where Republicans negotiated many changes then every single Republican voted against it. They're not honest negotiators, and Democrats do America a disservice by pretending Republicans are.
