That’s because states have changed the way they define Covid cases. Contract tracers now designate anyone that a person who tests positive for the virus has come in contact with as being automatically “positive” for the virus...without being tested.

FACTS MATTER: they are counting those tested and +for antibodies as 1 New case. Also, if a patient tests positive on rapid test they count as 1 new case THEN they send sample to lab for confirmation and if it comes back + ... for that same patient it counts as 2 NEW CASES.
