By 2021, MI5 had moved Akram to its “former subject of interest” list and no longer considered him a threat, according to the BBC.

“This is somebody who has a troubled background, mental health issues and from a challenging socioeconomic background in the U.K.,” he said.Hyde said that in the U.K., law enforcement may consider people who believe ideologies “that are deeply offensive” to be people of interest, such as those who are anti-Semitic or racist. However, unless there is clear evidence that they’ve committed or plan to commit a crime linked to that ideology, law enforcement can’t intervene.

Hyde said of Akram’s record in the U.K.: “He was a petty criminal who did stuff that we don’t like, but was it terrorism? He hadn’t reached that threshold.”
