Zhang said it was both urgent and necessary for the decision to be made at the “critical moment for the epidemic prevention and control”.

China cracked down on the wildlife trade in the immediate aftermath of the SARS outbreak in 2002 and 2003 too. The trade was allowed to re-flourish in the years after because it's big business.
