1996, partisan & intraparty disputes caused the bill to fail. 2000, R’s blocked the legislation. 2004-07, R’s and pro-labor D’s, opposed the bill. 2010, business interests & re-election concerns killed the bill. 2019 border wall funding & govt shut down derailed negotiations.
