Competition for ICE's new RAVEn surveillance contracts intensifies as a bidder protests potential Booz Allen Hamilton award

Insider tells the global tech, finance, markets, media, healthcare, and strategy stories you want to know.

Representatives for Ambit Group, Booz Allen Hamilton, and ICE did not respond to requests for comment. The data analytics contract hasn't been offered to Booz Allen Hamilton yet, but it's likely to be. The US Government Accountability Office, which adjudicates federal contracting disputes, said Booz Allen was the"only vendor remaining in the competition" when Ambit first filed its protest in August. ICE can't award a contract if there's a pending protest, but now that GAO has denied Ambit's challenge, that legal obstacle has been eliminated.

Although it applied for the data analytics contract, Booz Allen Hamilton was the incumbent vendor for the development, security, and operations (DevSecOps) contract. That, however, was awarded to tech company Alethix on October 29.According to a from ICE, Alethix will be responsible for the"administration, configuration, maintenance and enhancement of RAVEn hosted in Amazon Web Services (AWS) cloud environments." The same document asks the DevSecOps contractor to detail its history of"AWS cloud deployment."

RAVEnwill eventually replace FALCON, a customized version of Palantir's out-of-box Gotham tool for law enforcement, according to documents obtained by Insider.
