A House attempt to quickly approve a $19.1 billion disaster-aid package failed after a single GOP lawmaker objected, delaying expected passage

WASHINGTON—An attempt to pass a $19.1 billion disaster-aid package under special rules in the House failed on Friday after a single Republican lawmaker objected to the legislation, possibly pushing off approval of the bill until next month.

Because the Senate passed the legislation after many House lawmakers had left Washington on Thursday for a week-long recess, the House had moved to pass the bill by unanimous consent. But Rep. Chip Roy scuttled that effort on the floor on Friday when he said the House should...

Dems control the House. He can't filibuster the bill, all he the GOP members cab do is cause a slight delay. They don't need any GOP votes to pass the bill but plenty are onboard already. Misleading headline if you don't know how Congress works or which party controls chamber.
