The Port Authority is almost over the goal line settling new contracts with all of its unions except for one, making good on a pledge made by agency leadership five years ago. One PATH union representing 20-30 employees remains to have a new contract with the authority, said Kevin O’Toole, board chairman. That is the Railway Independent Transit Union, representing supervisors, said Scott Ladd, an PATH spokesman.
