To push his case, Meadows has sometimes used as his proxy an individual identified by sources in the telecommunications industry as a top financial management official in the US Army.
One Pentagon official told CNN that while Rivada believes it has the best solution for sharing the spectrum, the Pentagon hasn't vetted that assertion, so it would be premature to ask the company for an RFP, which would be"an absolute gold mine" if awarded, the official said.
