Covid-19 is resurging across the U.S.—but it’s hitting hardest in rural places, where people have been sheltering less. Infection rates for the week ended Nov. 14 were about 60% higher in rural areas than in urban counties, a Wall Street Journal analysis of coronavirus case data found.
