The practice of kneeling during the customary pre-game playing of the national anthem was started by black player Colin Kaepernick in 2016 in protest against racial injustice.
The new policy, which will be enforceable in court, requires any officer regardless of rank to verbally and physically intervene if they witness a colleague using such unauthorised force.
No body is against the protest of taking Knee on prime time tv or a full stadium to demonstrate against government, politics or support BLM, but why abuse the national anthem or flag of the country you supposedly love and want to live in.

The reason NFL players only get down on one knee, is because, if they got down on both knees they wouldn't be able to get back up again because the size of their pay packets would weigh them down.
