No. It was a Canadian Organisation doing Security at HKIA called Gardaworld and the US company DynCo. They should extract their dogs and pay for their flights home. A NFP in Kabul is working on it. The Security companies should have their licences revoked.
This is actually not true about US dogs.

The Dogs are unlikely to refute that claim.
