Is Russia now winning the war in Ukraine? Experts have their saySky News has heard from three defence experts on where things stand as Russian President Vladimir Putin closes in on his goal of taking Ukraine's eastern Donbas region. SkyNews: The Nation of Ukraine with President Zalensky with the brave resistance of the army and people is a fight for democracy or the advances of Russia. Scales are tipped towards Ukraine victory with arms, financial and sanctions hurting them.

Reminder that Russia started this war unprovoked. They are crying because they thought they could walk into Kyiv within days. This war has destroyed Russia’s military reputation. They have shown the world they are weaker than thought.

Live reporting by Bhvishya Patel 21:59:30 President Biden congratulates Finland, Sweden and Turkey on trilateral memorandum US President Joe Biden has congratulated Finland, Sweden and Turkey after the three countries signed a trilateral memorandum that would enable the two Nordic countries to join NATO. In a statement on Twitter, Mr Biden said:"Congratulations to Finland, Sweden, and Turkey on signing a trilateral memorandum – a crucial step towards a NATO invite to Finland and Sweden, which will strengthen our alliance and bolster our collective security – and a great way to begin the summit. However, so far it has been unable to agree on an outright ban." Earlier today, Turkey agreed to support Finland and Sweden's joint membership of NATO. "Communication in occupation is just like air for a scuba diver," he said. Finland's President Niinisto said the breakthrough came after the three countries signed a joint memorandum"to extend their full support against threats to each other’s security" during a meeting in Madrid today. The UK is to phase out Russian oil imports by the end of the year. 21:36:40 Germany and the Netherlands to supply six additional howitzers to Kyiv Germany and the Netherlands will supply Ukraine with six additional howitzers, the defence ministers of both countries said today.

Speaking on the sidelines of the NATO summit in Madrid, Germany's Christine Lambrecht and Kajsa Ollongren, from the Netherlands, told reporters, on top of the 12 howitzers the countries had already sent to Ukraine, each country would provide three of the artillery weapons. But it warned large quantities of Russian crude oil were now being shipped to India, which increased its share of Russia's total crude exports from around 1% before the invasion of Ukraine to 18% in May. When the connection was down, it seemed that life had stopped. "We show our resolve and our commitment to Ukraine, and not to give in to this Russian aggression," Ms Ollongren said. Commenting on NATO's announcement to have more than 300,000 troops at high readiness from 2023 in response to Russia's invasion of Ukraine, Ms Lambrecht said Germany would provide one division, some 15,000 troops, for these forces, including around 65 planes and 20 ships. It added that strong sanctions against tankers transporting Russian crude would significantly limit the scope for this practice. "Germany is ready to do its share, NATO must be strong and this needs to show in troop numbers as well," Ms Lambrecht said. Data from Google Trends shows that the highest proportion of searches for"VPN" over the past 90 days have occurred in the occupied zones in the south and east of Ukraine. 21:15:13 Kyiv mayor urges NATO leaders to provide Ukraine with 'whatever it takes' amid war The mayor of the Ukrainian capital of Kyiv, Vitali Klitschko, today warned more countries would be next if Russia was not stopped. As well as India, other countries that increased imports of Russian fuel included France, China, the United Arab Emirates and Saudi Arabia, the report said.

Speaking to reporters he said:"Wake up, guys. This is happening now. Energy sales are still in effect funding the war in Ukraine, with high prices offsetting efforts to reduce demand. The Telegram channel of the Russian imposed administration in Kherson complained their broadcasts had gone off-air due to faulty equipment. You're going to be next.  "This is going to be knocking on your door just in the blink of an eye. The report's authors expect a partial EU embargo on Russian oil to cut revenues by some $36bn a year, for example." Mr Klitschko also asked Western powers to provide Ukraine with"whatever it takes" to help them stop the war and"stop Putin's army". The Russian government didn't respond when asked by Sky News about media repression in occupied Ukraine.

He added:"If Ukraine is going to fail, you're going to be next. Yet embargoes have to be effective. Moldova is going to be next. Food crisis? It's just the beginning. And some of those refined products are finding their way back onto European markets. We combine traditional reporting skills with advanced analysis of satellite images, social media and other open source information. Economical crisis. If it's not going to be stopped now, all of us are going to be affected. And with Russian oil being diverted from pipelines and onto ships as Moscow seeks new markets, there is growing demand for vessels to carry it.

"The free world, the so-called free world is going to be affected. And NATO and the world society needs to learn how to act fast. For pressure on Russia to be most effective, issues like these will have to be addressed. It's been too long."  20:48:34 'We now have an agreement for Finland and Sweden to join NATO', says Stoltenberg Earlier we reported that Turkey had agreed to support Finland and Sweden's joint membership to NATO. The breakthrough came after the three countries signed a joint memorandum"to extend their full support against threats to each other’s security.

Now, NATO Secretary-General Jens Stoltenberg has told reporters in Madrid:"I am pleased to announce that we now have an agreement that paves the way for Finland and Sweden to join NATO." The NATO chief also said the move was the"exact opposite" of what Vladimir Putin had been seeking and showed"NATO's doors are open", Sky's security and defence editor Deborah Haynes reports. 20:02:41 In pictures: Rescue workers at destroyed shopping centre Emergency crews remained at the scene of the shopping centre hit by a Russian missile strike in the central Ukrainian city of Kremenchuk today. The missile strike, which saw a huge fire break out at the centre, killed at least 18 people and wounded dozens of others.  The attack came after days of increasing Russian missile strikes at long distance from the frontline, including the first attacks on the capital Kyiv for weeks.

19:35:46 Turkey agrees to back Finnish and Swedish NATO membership Turkey has agreed to support Finland and Sweden's joint membership of NATO, Finland's President Niinisto has confirmed. Mr Niinisto said the breakthrough came after the three countries signed a joint memorandum"to extend their full support against threats to each other’s security" during a meeting in Madrid today. A statement by President Niinisto read:"Our joint memorandum underscores the commitment of Finland, Sweden and Turkey to extend their full support against threats to each other’s security. Us becoming NATO allies will further strengthen this commitment. "Over the past weeks, Turkey has raised its concerns over the threat of terrorism.

Finland has constantly taken these concerns seriously.  "Finland condemns terrorism in all its forms and manifestations. As a NATO member, Finland will commit fully to the counterterrorism documents and policies of NATO. "As we enhance our cooperation on counterterrorism, arms exports and extraditions, Finland naturally continues to operate according to its national legislation. "I am delighted to conclude this stage on Finland’s road to NATO membership.

I now look forward to fruitful conversations on Finland’s role in NATO with our future allies here in Madrid." 19:31:57 UK 'should have been supplying weapons to Ukraine earlier' and needs to learn lessons for Taiwan, Liz Truss says The UK should have given arms to Ukraine earlier and the same mistake should not be made in Taiwan, Foreign Secretary Liz Truss said.  Asked why some allies had not supported Ukraine in the same way as the UK, Ms Truss told the Foreign Affairs Committee:"There's always a tendency, and we've seen this prior to the Ukraine war, there's always a tendency of wishful thinking, to hope that more bad things won't happen and to wait until it's too late. "We should have done things earlier, we should have been supplying the defensive weapons into Ukraine earlier. "We need to learn that lesson for Taiwan.

"Every piece of equipment we have sent takes months of training, so the sooner we do it the better." The comments come amid concerns within the government that failing to resist Vladimir Putin's invasion of his neighbour could embolden Chinese President Xi Jinping to try to occupy Taiwan. 19:09:40 Ukrainian MP asks democratic countries 'not to delay in supplying weapons' Ukrainian MP Kira Rudik has urged democratic countries"not to delay in supplying weapons" following the latest attacks on a shopping centre in Kremenchuck and the eastern city of Dnipro. In a statement, Ms Rudik wrote:"Russia has got mad and keep hitting civilians with rockets. Yesterday Kremenchuk.

Today six missile attacks on Dnipro at once." The comments come after Andriy Yermak, head of President Zelenskyy's office, said"only weapons will protect us against the evil the Russian missiles bring to our land". "We need effective missile defences. It is a light against darkness battle. And the light must win," he added.

18:43:17 Satellite images show aftermath of Kremenchuk missile attack By Sky News reporter Jack Taylor, data and forensics team Planet Labs have released satellite images that show the damage from yesterday's missile attack in Kremenchuk.  The images show the severe damage to the shopping centre.   There is noticeably more damage on the northeast corner of the building.  From videos posted online, it appears that this is the side of the building where a fire started, which ultimately spread across the shopping centre.  Damage can also be seen at the industrial site to the north.

Part of a building’s roof is missing and some smaller structures are entirely destroyed.   This matches the location of the strike captured in CCTV footage released earlier today, showing that the missile landed just 50 metres from people relaxing in the park to the north at the time.   18:22:42 US authorities stop oil tanker travelling from Russia to New Orleans An oil tanker travelling from Russia to the US was stopped by the American authorities, a source has told Reuters. The Vitol-chartered vessel was shipping intermediate oil products, including vacuum gasoil and fuel oil, from Russia's Taman port to New Orleans when it was stopped last week. Staff from US Customs and Border Protection (CBP) then checked the product on board was not Russian in origin, according to a source familiar with the matter, adding that the shipment was of Kazakh oil products.

The US introduced its embargo on Russian oil products in March just days after Moscow sent its troops into Ukraine, but does not include Kazakh oil products, which travel on Russian pipelines. Vitol said it is complying with sanctions and will not enter into any new Russian crude and product transactions and has ceased trading Russian origin crude oil and product, unless directed otherwise.
