Pretty sure this is wrong, and irresponsibly so. We don't know the R rate. Previously it was somewhere between 0.7 and 0.9, now it's somewhere between 0.7 and 1.0. So the actual R has quite possibly actually gone down. ProfKarolSikora can you confirm?

The time-lag for R calculations is around 3 weeks. This is the R from a the middle of May i.e. a period when were still supposed to be in almost full lock-down.
