Alleged rapist Fiston Ngoy, 35, has been present in the US illegally since 2015. He overstayed student visa and was not deported after criminal convictions. Ngoy was arrested and charged with raping a woman in public in Philadelphia. Police say bystanders did nothing but pull out their phones and film the attack.

If I had to guess these folks are the type that would not report ANYTHING to the police, regardless? When there are that many folks who do NOTHING to stop the assualt there absolutely should be charges. Oh, look at England with their open borders and view our future.
Are any of those 'Bystanders' going to be charged with adding and abetting criminal offences? Is failing to assist a person in physical danger, also an offence of its self? Would recording this sexual activity without the consent of the 'participants' be illegal?
