Policy makers don't want police to use their legacy powers but haven't the nerve to change them So, they make justification for using almost impossible. Result = more investigations, more coppers sacked/resign, low morale, high turnover, increased crime

As a member of the national team that delivered Community & RaceRelations training to the Police Service in England in response to McPherson, am not sure how l feel about this. Affecting the transformation needed will be deeply complex, and must be multi-faceted. DejaVu
