The centre-left Social Democrats party (SDP) have won the biggest share of the vote in Germany's national election, beating outgoing Chancellor Angela Merkel's centre-right CDU in a closely fought race

They might not be the governing party though, so the headline is misleading or badly researched (?) as you didn’t take the different system into account. A government will have to be formed by parties working together, it’s not the “the winner takes it all” system thankfully!

Well, in a way yes, because the SPD is now the strongest party. But, because of the way things work in Germany, it's still entirely possible that they will be out of the government, as a coalition still needs to be formed.
