David Davis, the former Brexit secretary, has urged Conservative MPs not to vote for Theresa May’s EU withdrawal agreement bill because it would tie the hands of her successor. Davis did vote for May’s deal when it was defeated for the third time, in March, and his decision to revert to opposing it suggests she is at risk of an even bigger defeat at the next vote, in early June.
