A spokesperson for the department of health and social care told The Sun: “Claimants on legacy benefits can make a claim for Universal Credit if they believe they will be better off.before making any changes which cannot be reversed. It comes as the government continues its rollout of Universal Credit, which involves switching people from legacy benefits which may mean new applications and delays.
